For fifteen years I have been bringing competitors, regulators and partners together around markets that would not assemble on their own. Three structures built from scratch: a division of the Internet Development Institute, RACIB and Digital Platforms ANO. Initiated bills and strategies that became part of the Digital Economy programme; oversaw import substitution on the team of the presidential adviser for the internet. Today at Digital Platforms ANO I run the AI Competence Centre, the Russian software marketplace and NashStore. Technical background: high-load systems architect, CIO MBA, doctoral studies in computer science.

Experience

  1. 2019 – now

    Chief executive officer

    Digital Platforms ANO

    Developing the Russian IT market through joint projects of industry, state and society.

    • AI Competence Centre: a platform of the largest Russian AI developers for shared standards, deployment cases and promotion of Russian solutions on friendly markets.
    • NashStore: a Russian mobile app store launched on 16 May 2022 in response to foreign store restrictions; a resilient distribution infrastructure for Russian mobile products.
    • Russian software marketplace platforms.su: solutions catalogue, alternatives to foreign software, AI deployment catalogue (1,352 cases as of September 2026), the Prizma industry quadrant.
    • Industry study of AI applicability: two surveys, customers and vendors, in partnership with CIPR (2026).
    • Digital Journalism: a federal programme training IT journalists together with IT companies and the Ministry of Digital Development.
    • Digital Immunity (children’s safety online), Cyberzen (digital skills training), Kommuna (a crowdsourcing platform used in the Leaders of Russia contest).
    • Education and talent: programmes with IRPO, expert review of “digital chair” programmes (Digital Economy ANO), MBA teaching, IT upskilling for civil servants.

  2. 2017 – 2018 in parallel

    Russian Association of Cryptocurrency and Blockchain (RACIB)

    An industry structure on one of the hardest regulatory grounds. In parallel with the IRI role.

    • Assembled and led a structure that brought competing market players, regulators (Bank of Russia, Ministries of Finance, Economy and Digital Development, FSB, FSTEC, State Duma) and corporations to one table.
    • Funded off-budget by industry participants, without administrative leverage.
    • Initiated the first Digital Economy bills: crowdinvesting and digital asset regulation (October 2017).
    • Programme director of the Blockchain RF 2018 forum with 200+ industry representatives.

  3. 2015 – 2018

    Internet Development Institute (IRI)

    The team of German Klimenko, presidential adviser for the internet. Import substitution and digital sovereignty.

    • Oversaw the import-substitution portfolio: pilots in 40+ regions, 15 federal agencies and 11 state companies; results became part of the Digital Economy programme.
    • Projects that seeded new markets: the “Google VAT”, telemedicine, the state messenger, a single standard for government websites, Digital Region.
    • Ran the programme of the Internet Economy 2015 forum attended by the President of Russia.
    • Oversaw the TheRunet online outlet: audience grew to 1 million readers a month.

  4. 2013 – 2015

    • Rebuilt the department around technology and management decisions, multiplying its throughput.
    • An online communication platform: 60,000+ experts, 200+ federal and 10,000+ regional initiatives; the We Are Together and Primary Voting projects.

    • Founded companies in big-data analytics, monitoring, UGC platforms, online services and e-commerce: Pixel-Su (2008), Rostalant (2009), GorkyTV (2011), Kalors Group (2012), Touchvision (2013), Trend.Today (2015).
    • Architected media-monitoring systems processing up to 10 billion records a day, including for federal authorities.
